How do I set a default language (other than English) for new members?

I have installed a language pack, and users can choose that language in their preferences, but how do I make that the default for new users, particularly those not logged in? In EE2 there was Settings ‣ General Settings (still mentioned in the docs).

Where has this setting moved to in EE3? The only alternative I have found so far is putting my localized files in the “english” directory, but surely there must be a better way.

Sorry for bumping, is there really no way to do that? EE3 regression?
