Content Blocks like Craft Matrix or at least a WYSIWYG Editor that keeps CSS classes?

It has been a longtime since I have been here in the forum, it feels like a homecoming of sorts.

Now that I am using EE 3.2.1, I am very interested in doing something based with the Foundation 6.2 framework. As I would like to give the writers one big fieldtype TEXTAREA that allows them to input any HTML content they want or required, I see the need for styles like Wordpress Shortcodes, and more likely like Craft CMS Matrix module, which is in my opinion very powerful, and perhaps the new EE 3.2.1 does it and I am not aware of. I’d like some help into how I might be able to accomplish such system.

I want to be able to create different content blocks and for the author to be able to choose as they might see fit whatever blocktype(s) they need and arrange them to their content.

Any suggestions or similar solutions would be very welcome, including maybe a mechanism for shortcodes, it seems like Matrix from Pixel and Tonic, or shortcodes at Dev.ot:ee are only for version 2.x and not 3.x
