User friendly file download links

A client asked for a way to upload files that they use as reference documents for themselves and to pass along to clients.
It’s simple enough to give a directory to upload to through the Files Tab but then what is the best way for them to retrieve a download link to place in an email or footnote of a blog post?

Probably the best way is to create a File field for the blog’s channel?
