Still possible to update EE 2.3.1 to EE 2.11.2?

I’ve taken over a site for a client that was built in EE 2.3.1 and never updated. It relies heavily on the Structure module, which isn’t yet compatible with EE 3.x
I need to install Matrix and Playa for a newly requested template, but those modules won’t work in that older version, and I’m unable to upgrade to EE 3 because of Structure.
Is it possible to update to the latest version of EE 2? I can’t seem to find any links to download it.

Yes it is. You go to Account -> Manage Purchases and then there’s a dropdown with the version #.
However I’d strongly encourage you to use the native Relationship and Grid fields instead as Playa and Matrix will not be ported for 3.x.
