Set "Enable entry versioning" default for new Channels via System Configuration Overrides

We always enable entry versioning on channels, so that users can roll back entries when they make mistakes. However, we sometimes forget to enable this when we create new channels. It would be great to have this set by default via a System Configuration Override. I was thinking that it could be enabled by default by declaring a value (i.e. - “10”) which could be overridden for any channel. It would just be set on new channels without having to remember it.
