EE3 and MSM

Looking for some clarification, and this forum is apparently the only support option now that isn’t pay-to-ask.

I’m not sure I understand what, exactly, I own.

I purchased and have invoices for: EE1 license in 2005. EE1 Forum Module in 2006. Another EE1 license in 2006. Another EE2 license in 2010. EE2 MSM in 2010. Another EE3 License in 2015

I own two personal domains, hosted at the same service in the same directory. All I’ve ever wanted with EE was the ability to maintain both sites in one user interface, and I’ve paid close to $500 for that functionality over the years. When I purchased my EE3 license, it said that MSM was now included and I could run up to 3 sites with it. Now I find that in order to make the 2nd site work again I need to pay ANOTHER $200 to “add a site”.

Is this true?

If anyone can clarify or point me in the right direction, it’d be much appreciated.
