ExpressionEngine 1.6.8 and freeform 2.7 create new form

Hi, I’ve inherited an old site EE site built with EE 1.6.8. Freeform 2.7.2 is installed but I can’t find where to create a new form.

If I navigate to modules > freeform I get a page like the one below. There is nowhere to create a new form. Am I missing something? or looking in the wrong place to create a new form?
