Changelog and bugs

Does someone know if this is EE: https://expressionengine.com/support/bugs

I would love to see more tutorials on the blog on how to create simple stuff like that. Looks exactly what I need as I don’t want to install a full blown bug tracker. Way too overkill for my case but EE with channels and tags can probably do something similar that is much cleaner and simple and can be customized to anyone’s need.
