EE v3 Member Photo Settings...

Am I going mmmmmad, where are the Member profile Photo Settings? The Documentation refers to it:

{if photo} {photo_url}{/if}

But I cannot for the life of me find anything in my ee3 control panel. I am unable to add a photo to a User profile, there is just no option. There is no File or Photo option as a custom member field. Did I miss something during the instal?
