New image manipulation

The native image manipulations will constrain and/or crop. But, I want to first scale an image (not constrain it) before I crop it.

I have always used CE Image for this. But, I would love a native solution.

Regularly have square, or near-square image containers in fixed sizes. Clients will upload portrait or landscape photos in various sizes (almost always larger than needed… my law firm clients don’t typically do image production). I want to scale the image down to fit first, filling the desired size, then crop off the excess.

The constrain manipulation seems that it will scale the image down, but so much that the entire image fits in my defined space, which leaves either horizontal or vertical (blank) space.
