non unicode in url

Hi There, I have a problem using french characters in TAG plugin because the french character are not allowed in the URL.. (Input.php around line 991 -> clean_input_keys function..). I know i can “hard code” this file by adding french characters but is it possible to make it by default in EE.. (i might be a feature request.. )..
