EE3 CP displays a 404 when creating new entry

I’ve got a fresh install of EE3.5.16.

My local copy works no problem. On the remote server, if I go to Create or Edit and Entry I receive the following error message:

404: Item does not exist Sorry, we could not find the item you are trying to access in the system. URL: cp/publish/create/2

The system is version controlled, so theoretically all system files should be there.

Any ideas?
