Upgrade from ExpressionEngine 3 to 4 problem

I have upgraded from ExpressionEngine 3 to 4 and have found a few problems with the change.

When logged in it appears to not be loading the javascript.

I can see some text for the close modal. I can see the layout looks off. All buttons are shown.

I can’t quite figure out what has gone wrong.

Can anyone help with this? The sign in login form also uses the full width of the screen which looks wrong also.

I have tried disabling all add-ons with no success.
