Error While Installing 3.5.17 relaed to PDO

I tried to upgrade the site from 2.11.9 to 3.5.17 and the following error appears: “Error While Installing 3.5.17 Unable to connect to your database. Please ask your server administrator to enable PDO.”
The server administrator said that PDO is enabled. What is the problem?
