Can't Log Into CP - EE 3.5.17

This is a question from another era. I am tasked with moving an EE 3.5.17 site to another server and when I try to log into the control panel on the new domain I get the dreaded message:

Error: This form has expired. Please refresh and try again.

Another strange part is that I don’t get this error on the original site.

I have scoured every single post on the subject from 2014 to present and have not been able to find a solution.

I added $config['disable_csrf_protection'] = "y"; to the config file, I have cleared the cache, both EE and the browser. I emptied the contents of exp_security_hashes and I still get the error and cannot get into the control panel. I have tried this in Safari, Chrome and Firefox and the result is the same.

I would appreciate any assistance on this.
