I’m confused as to how to use any plugins, but I’m trying to get this one to work right now. Should this plugin be wrapped around some content? In the entry window, I have the “Make Entry Sticky” option checked for all the entries that I want to show up randomly. I don’t think there are any other requirements for activating the plugin (except the correct code of course).

It depends on the plugin.
This plugin doesn’t work the way you are trying to use. Rather it randomly sets the Sticky flag for entries that are NOT sticky. That way you get a random sticky entry every time someone visits a page with that plugin on it.
