How to enforce LG TineMCE convert ’ and " to escapes ?

it converts fine: & to &_amp; < to &_lt; space to &_nbsp;
but it doesnt encode: ’ to &_#039; ” to &_quot;
i tried these options: (http://wiki.moxiecode.com/index.php/TinyMCE:Configuration) # entities # entity_encoding and other options also, but unsuccessful.
can anyone know about?
