Using extention settings in a plugin

Does anyone know of a more elegant way to grab extension settings for use in a plugin then a DB query in the plugin? Or is there built in functionality to do such?
Currently I am using an extension to allow users to set CSS for items displayed via the plugin.

Probably not. But frankly, if there was another method, it would require a query as well. Just somewhere else.
