tome module and menu

Ok… I seem to be going in circles here.

I’ve got the tome module installed and a category group called “north” and have the category names like.

Home About Us - Leadership - Staff Events - Local - International

I want the menu to be a simple drop down like this site which was created in EE http://thinkremarkable.com/

somewhere down below I screwing something up…

<ul id="menu">
{exp:weblog:entries category="{north}" dynamic="off" direction="post"} 
<a href="http://{url_title}" title="{title}">{title}</a>
{/exp:weblog:entries}
</ul>

any help would be great
