Create a Tab when a module is installed

I am trying to modify the page_navigation when a site installs a module that I am creating. lets say rather than having to use the tab_manager to create tabs on a user by user basis, I want to add the tab for all users when the module is installed.
Is this possible? Any help would be much appreciated.

I think there are only two ways to achieve this:
- Add the tab to exp_members.quick_tabs for all users. or
- Write an extension that accompanies the module.

right, that makes sense, I’ll guess I will try the second way.
