Embedding a template is not working, what am I doing wrong?

I’ve embedded a template in another and it’s not showing up when I view the main template in a browser.
index template (type=html, group=site):
{embed="site/header"}header template (type=html, group=site):
headerBoth templates show as files:
“/system/user/templates/default_site/site.group/index.html”
“/system/user/templates/default_site/site.group/header.html”
Under the access tab, both show as checked for every type of user.
What am I doing wrong?

This appears to be a weird issue when templates are set as files that can be edited. After doing that, if I edit the template in the control panel, the changes I make are not seen on the website. But if I edit the file in an external text editor, they are!
