I have built a website on EE. I have followed what I know to be all best practices. I am using EE Cache as a plugin. Even though the site loads really really slow. Even the Cache loads slow. I have no idea what could be causing the issue. I need some guidance on how to increase the site performance or I will have to scrap the project.

It is running on a windows server but I have also loaded it on a LINUX and it is still slow.

Have you tried to turn on debugging in EE to narrow it down to a specific query/template/plugin ?

I had performance issues when the server RAM was not clearly limited for the database and server operating system. Both units competed for RAM space. So sufficient RAM is not enough. The allowed RAM for database and operating system must be limited to let the other still sufficient RAM to operate properly.
