CSS Layout Fails to Load After Update

I just updated to EE 2.9.3 but lost my original backup config.php and database.php files. I’m getting the whole site up again—all content is there—but there is absolutely no layout. Everything is inline. No CSS, no design in the site nor in the control panel. What would cause this? Thanks….
