Upgrade from 2.10 to 3.2 error

Hi, I am running into a problem when I try to update from 2.10.1 to 3.2.1. The error I am getting is

Site Error: Unable to Load Site Preferences; No Preferences Found

I am using the same DB information in database.php, which was working just fine with 2.10.1.

I am wondering if the docs for updating has errors? I see on the Moving to Another Server page, it says to update the database settings in config.php but on the Upgrading from ExpressionEngine 2 page, it says to copy over database.php to the new user->config folder. There are no database settings in my config.php file. I found it strange that it doesn’t say in the upgrading docs to set file permission 666 for the database.php file, only config.php.

I have ran the ee_wizard and everything has passed. I have also verified that the $system_path settings are correct in admin.php and index.php.
