Can't delete final grid row

EE 3.1.4.

If I add grid rows, I can delete all but the last one. I don’t get any errors. When I go back in the entry it’s still there with all content.

My grid field is not required, minimum rows = 0, no required fields within grid.

Has anyone else experienced this? Suggestions?
