Add JPG quality option to image manipulations

When users upload images, despite instructions or pleadings, they often upload uncompressed JPGs. File sizes are a huge concern for us for our sites to perform well.
Would it be possible to add a JPG quality setting?

I do not disagree, but for the OP (Tim), does setting a max file size in the upload directory preferences not prevent that from happening to start with?
