[3.4.0 DP] Cannot reorder fields in custom layout tabs

When creating new tab inside of a field layout, the fields I add to that tab cannot be reordered.

The console gives this error:

Error: cannot call methods on sortable prior to initialization; attempted to call method ‘refreshPositions’
