Create Link to "Terms" in Discussion Forum Terms Field

We are attempting to create an external link to our website “Terms of Service” page (lots of text) from within the Forum registration form. On the form there is a default set of terms - controlled in the Forum Member|Registration Form - discussion forum template.

We have added the links to the external terms page, but cannot seem to activate the link via either normal html a href tag or the bbcode tag. BOTH just show as normal text.

Please advise
