Translation utility in EE 3.4 working strange

I know there is minor focus of Ellislab about translations of EE into other languages because most of their customers using English language.
Nevertheless a few months I’m trying complete Slovak translation but translation utility in EE 3.4.2 working quite strange. Please see the picture. I’s a bug or I don’t understand how translation utility working?

Have you modified the English language pack (the original set) in any way? My advice would be to download a fresh set of files and try again.

The fresh EE 3.4.2 installation, without any code modification. I tried it with Deutsch translation downloaded from your EE Github. See the screenshot.
