Allow blank partial to be created

The request: When creating a partial or variable, I’d like to be able to save it as blank.
The story: We use a CDN on many of our sites. To set this up, we prefix every asset url with {cdn} which is a partial (example src=”{cdn}/images/thisimage.jpg”). Since we don’t use the CDN in development, the CDN partial is blank. However in production we enter the actual url for the CDN, thus completing the image source path. Basically what I do now is create the partial with a slash in it, then go into the code and delete.
Not a huge deal, just a small time saver. I do think there could be other similar use cases, just can’t think of any now.
