Translated email notifications, always send in English

Hello,

I can not get the email notifications translation (generated dynamically in each user’s chosen language) ExpressionEngine ignores member language and send all notifications email in English.

I found exactly the same issue description made by another user:

Is it an EE Bug? Anybody knows that is wrong?
