Does whitelist supercede blacklist?

Hi, we had a user with “123” in their email address so their form submission was blocked as saying “blacklisted item found”. Because “123” is a blacklisted url item. (actually x x x but can’t submit here with that)

If I whitelist “[email protected]” will it supercede the blacklisting of “123”?
