Error during installation on Windows

Hi everyone,
I am seeing the following error when trying to install new copy of Expression Engine 3.5.3 on Windows 10 64 bit using XAMPP and PHP version 7.1.1.
“The required Fileinfo PHP extension is not currently enabled.”
I am using a fresh install of XAMPP. I’ve checked the php.ini file and I have the fileinfo enabled (no ; in front of it). Creating a separate script and using echo phpinfo() also shows fileinfo being enabled and successfully loaded but the error during the installation of EE is still there.
Could you please tell me if I am missing something? I am new to EE, so maybe I am doing something wrong? I followed the steps from here ( https://docs.expressionengine.com/latest/installation/installation.html ) , unpacked the EE Core files and opened localhost/admin.php to start the installation.
