Are snippets always rendered?

I’m trying to hunt down performance issues after updating from 2.7.2 to 2.11.6, and I have one snippet that’s just a beast of conditionals, and they changed in 2.9 I believe?

Does ExpressionEngine run all the conditionals inside snippets, even if the template doesn’t call for the snippet?
