File upload from entry form in "create" or "edit".

Am I missing something? I am not able to upload images or files directly from entry forms in create or edit.
The file manager is invoked, but there is no “Upload New File” button. Only aready uploaded files can be chosen. See pictures below.
When I go into the file manager via the button “Files” at the top of CP, then the “Upload New File” button is there. But it is very inconvenient not to be able to upload a new file from an entry form.
Is this a bug? (running EE 3.5.3)

It looks like you have multiple upload directories; to upload, select a directory filter first, which will upload to that directory.
