Template variables not parsing within the Channel Categories Tag v4.0.0-rc1

Finally showed down enough we could see what the team at EllisLab’s been up to. Liking some of the new additions.
Since this is rc1, we went ahead and ran a nonproduction site through the upgrade process from v3.5.12 to rc1 if that helps debug.
Our Template variables work great if we move them out of the exp:channel:categories tag pair, but not within. Acts like a bug.

Looks like the new variable modifiers were acting a bit greedy in that tag. Fixed, thanks Kurt!
