Where is the Save Templates as Files setting?

User Guide for EE4 states…
- Set Template Preferences From the Control Panel, go to Settings ‣ Template Settings.
Set Save Templates as Files to Yes.
But there is NO such setting on the Template Settings page.

EE4 now defaults to Save templates as files. Here is the statement from the User Guide.
Templates Now Always Saved as Files Saving templates as files is the new gold standard. As part of this, the control panel template setting ‘Save templates as text files’ has been removed from the control panel. It now defaults to y and can only be overridden via configuration override
