Editor member group can't add new categories within publish form

A client informed us they couldn’t add new categories within the publish form. The modal pops up, they can fill out all information, but when they click save nothing happens. I confirmed this was an issue, but only with other member groups besides Super Admin, works ok for Super Admin. There were errors in Chrome dev tools and I took a screenshot of those. If I take that POST url and paste it in a new browser window I get an EE error…”Error: You are not authorized to access this page”. I think I have given all access permissions for that member group to access Categories. Any ideas?
