Expression engine issue?

So my website’s currently having a weird issue when logging into the back end. Normally when you’re logged in to the website, you can see hidden items that are not viewable when not logged in. A few months ago I started to run into this problem where even though you’re logged in, the items still don’t appear.
What’s odd is that this issue is not consistent. The issue doesn’t appear when using internet explorer (although the site is sluggish on there), I’ve tried on an imac and it runs fine, 3 other PC computers have the same issue but 1 other PC runs it fine.
Is this a expression engine issue?
Perhaps cleaning the browsers cache, and ExpressionEngine cache could help…
Tried cleaning out the chrome cache. Doesn’t help. How do you clean out ExpressionEngine’s cache?
