Conditionals issue

    {if segment_2 != 'smkm_form' OR segment_2 != 'nemp_form'}
   A  jquery-1.12.4.min.j script
    {/if}

The reason for this is that jquery-1.12.4.min.js causes a problem with those two pages, but not with all the others. But it does not work when I have more than one condition.

Any ideas why?
