Why cookieChecked in the URL?

Hello Why is there a “cookie check” in the URL? Like this: https://timetravel-2018.test/?cookieChecked=true

Is there a settings I can change?

UPDATE: If I turned off “Show full website address” in Safari, the cookie check is not visible.
