How do I configure the Date field so time values are accepted but not required?

We publish an events page in which there are sometimes all-day entries in which hour/minute/am/pm data is not necessary. How can I configure the field or template so we can omit this time data in those entries that don’t require it?

Just ignore the time values! You can’t remove them from the native dates fields. I’ve set up plenty of event channels and it’s never been a problem for my clients.
