Aditional Sites cost and Non-Commercial License license upgrade

Hi, if I have a 2.x the upgrade cost 149dls, and the MSM sites license upgrade costs 99…How much costs new site licenses fou use in MSM included in EE3.
If I have a ExpressionEngine 2.x Non-Commercial License , after the upgrade to EE3 it will be Non-Commercial License, or it will upgrade to Commercial License.

ExpressionEngine is now free, and comes bundled with MSM, so there is no cost.

I just downloaded from github and installed locally to test but I can’t proceed as it’s asking for licence number. Where can I find free licence?
