It would appear that although most aspects of a site configuration can be set via the config.php file using system configuration overrides you cannot set the name of the site (e.g. the name of the site as it appears in the Control Panel menu bar) .

When working with ‘development’ and ‘production’ versions of a site, being able to amend the site title (along with already different MySQL login information, base_url, base_path, etc) would reduce the scope for confusion about which version of the site you are viewing when working with it. It is of course possible to change the name of the site via the settings panel for each site, but these changes are removed when the EE database is synchronised - making the changes transitory.

I think having a system config override for Name would make a small but useful improvement to working with EE.
