Allow for an 'Any' file type in Template Manager

When creating a template file, you have to choose a type. I would like to have an ‘Any’ type (or whatever name) that allows the filename and extension to be used exactly as-is. The ‘Static’ file type seems like it would fit the bill, but EE slaps an HTML extension on those template files.

The specific scenario I am looking to address is to allow the file style.css and its source map file style.css.map to live in the same template group.
