I tried to upgrade from v3 to v6 and got the following error:

Exception caught. There was a database connection error or a problem with a query. mysqli_connection.php:114

Any suggestions?

it sounds like your database server my have shutdown or got overloaded. Did you try the upgrade again? You might also try restarting your database server if you have access.

The hosting company didn’t identify a problem with the database. Turning on debugging didn’t show anything.

The hosting company forces all files to be 644. They said I could temporarily use 755 on admin.php and index.php. Does config.php also need 755?
