Magpie and character entities

I’m having a problem with the Magpie plugin and character entities:

I have v.1.3.4 of the plugin on EE 1.6 and my tag looks like this:

{exp:magpie url="http://rss.hamweather.net/zone/us/ny/albany.xml" limit="20" refresh="15" feed_type="rss" feed_version="2.0" convert_entities="y" encoding="ISO-8859-1"}

{items}
<strong>{title}</strong>

{description}
{/items}

{/exp:magpie}

I’ve cleared the cache manually without success.

This is weird but I’ll post it in case it helps anyone else. The encoding for the feed is ISO-8859-1, but changing the encoding in my template to UTF-8 fixed it.

The Magpie library, which is a third party script we use to create the plugin, does attempt to do a bit of conversion into UTF-8, if certain PHP libraries are available
