New Topic link on the Main Forum page

I am trying to place a “New Topic” link next to each “category” on our Discussion Forum’s Main Page. How could this be done?

Many of our beginner users are having a hard time figuring out how to post a new topic and I think this would help them out.

On the main forum page, which variable could I use (even in PHP) to get the one of the forum categories number?

Like on the EE forum’s main page: http://ellislab.com/forums/

Official announcements is forum #2: http://ellislab.com/forums/viewforum/2/

Pre-sales questions is forum #29 http://ellislab.com/forums/viewforum/29/

These variables must be coming from somewhere and there has to be some way to use these variables to create links like: http://ellislab.com/forums/newtopic/2/ or http://ellislab.com/forums/newtopic/29/
