Control order of weblogs

Can someone please point me to the plugin that allows me to control the order that weblogs are displayed in. Rather than ascending or descending I’d like to control their order. I know there is one because I have used it in the past. I just can’t seem to find it and I don’t seem to be using the right search terms to locate it. Thanks.
