Character encoding

My feeds from both CSVGrab and FeedGrab have an ongoing problem with apostrophes and quote marks such as this one:

Morrow: “It’s A Spiritual Thing”

The forum postings I have read suggested it was a problem with the character set and that I needed to use utf-8 on everything. So I tried it in the header meta tag, again in General Configuration and even as someone showed on the grab page itself.

So far no luck. Any suggestions?
